1. Freedom from hunger and thirst by ready access to fresh water and diet to maintain health and vigor.
2. Freedom from discomfort by providing an appropriate environment including shelter and a comfortable resting area.
3. Freedom from pain, injury or disease by prevention or rapid diagnosis and treatment.
4. Freedom to express normal behavior by providing sufficient space, proper facilities and company of the animal’s own kind.
5. Freedom from fear and distress by ensuring conditions and treatment which avoid mental suffering.

Mission Statement

As a part of a Quality of Life City, the mission of Hurst Animal Services is to nurture an interlocking relationship with our surrounding community by promoting safety for our citizens and animals, offering temporary care and safe shelter for lost and homeless animals of Hurst, treating animals in our care with dignity and compassion, and striving to find loving homes for adoptable shelter pets. Additionally, we aim to provide resources and educational support to assist pet owners in caring for their animal companions and to inform citizens how to respect and co-exist with our wildlife neighbors.
