Hurst crime statistics are based on Uniform Crime Reporting (UCR) which is a city, county, and state law enforcement program administered by the Federal Bureau of Investigation (FBI). The program provides an overall, standardized view of crime based on statistics submitted by law enforcement agencies across the country. Law enforcement agencies use UCR to collect crime data which assists with planning, budgeting, resource allocation, assessment of police performance, and the evaluation of experimental programs.

In July 2019,  the department transitioned from Uniform Crime Reporting (UCR) to National Incident Based Reporting System (NIBRS). National Incident Based Reporting System was implemented to improve the overall quality of crime data collected by law enforcement. NIBRS captures details on each single crime incident—as well as on separate offenses within the same incident—including information on victims, known offenders, relationships between victims and offenders, arrestees, and property involved in crimes.
