City ordinance defines the following methods for disposing of its surplus personal property:

1. It can be sold at a public auction (either live or on-line) with appropriate notice;
2. It can be sold by accepting sealed bids;
3. It can be traded in for new equipment;
4. It can be sold as scrap; or
5. It can be sold by other means which has been approved by the City Attorney.

When methods 1 or 2 are used, the City will place a notice in the Fort Worth Star Telegram NE Tarrant legal section and on the bulletin board at the entrance of City Hall.

The method used for seeking formal quotes will determine when Vendors can see the quotes received by the City and their respective pricing.

Sealed Bid: If a formal (sealed) Invitation to Bid was used, all bids received are public record after opening. The name of the bidders and their pricing will be posted on the City’s website shortly after the bid opening.


Sealed RFP: If a formal (sealed) Request for Proposal (RFP) is used, the name of the company and its location is announced at the opening, but the contents and pricing remains confidential until after City Council has made the award. The name of the companies submitting proposals will be posted on the City’s website shortly after the opening.

A request to see the contents of a RFP after Council award requires a formal Public Information Request as any confidential information so noted in the RFP and any copywritten material cannot be released without approval from the State’s Attorney General.

The City participates in the State of Texas Historically Underutilized Business (HUB) program.

To identify the goods or services your company can provide the City, publicpurchase.com will allow you to enter a 5-digit NIGP code describing the goods and services.

To determine the 5-digit NIGP code, first go to the following link:

Then select the 3-digit Class Code that best fits your company’s business, then click on the Class Code to retrieve the Item Codes in that class to determine which 5-digit NIGP code best describes the goods or service that your company provides.

The City also places notices in the Fort Worth Star Telegram, NE Tarrant legal section, on two consecutive weeks; usually on Sundays.

The City’s notice is also placed with online service provider www.publicpurchase.com.  By becoming a member of publicpurchase.com, Vendors will be notified of the City’s bidding opportunities that match the Vendor’s goods or services.

At the City’s option, bids that will cost $15,000 or more may also be advertised as stated above.
